Parsivex connects to your AWS account through a read-only IAM role, looks at the resources you are paying for, and reports the ones that are not earning their keep: instances sitting idle, volumes nobody attached to anything, load balancers with no traffic behind them, log groups quietly retaining data forever. Setting that up takes a few minutes, and nothing you do here changes a single resource in your account.

The first scan is a snapshot, not the finished job.
